Four Freedoms Park designed by Louis I. Kahn

After a proposal to reinvent Welfare Island by John Lindsay (New York Mayor) in the late 1960’s into a “vibrant residential community” the New York Times went on to champion the idea renaming the island and placing a memorial on it to former President Roosevelt, for which Louis Kahn was commissioned in 1973. Construction of the memorial did not begin until March 2010.
